This is the AICVOA "CHARTER"
This is the Charter section. This copy is the first copy or version to be established. Since it is the "First Edition" to be written, the concepts are high level and broad in topics covered. The AICVOA is in its infancy and there really isn't that much to be written about. As it progresses and establishes stature, edits and modifications to this Charter will be made.
This AICVOA Charter was written on 11-10-2015 to outline the AICVOA goals and aspirations.

CHARTER
Section -1a
LET IT BE KNOWN THAT ON THIS 10TH. DAY OF NOVEMBER 2015 THE AMERICAN INDEPENDENT COURIER VAN OPERATOR ASSOCIATION WAS FORMED IN THE GREAT STATE OF NEW JERSEY OF THE UNITED STATES OF AMERICA. THE AICVOA (AS IT IS REFERRED TO) IS A EDUCATIONAL AND PHILENTHROPIC ASSOCIATION ESTABLISHED TO PROMOTE THE INTERESTS OF THE INDEPENDENT COURIER VAN OPERATOR. THE AICVOA' MAIN GOAL IS TO BE VIGILANT AND PROMOTE THE RIGHTS AND GENERAL WELFARE OF THE "INDEPENDENT COURIER VAN OPERATOR".
THE COURIER HAS BEEN AROUND SINCE THE EARLY 1800'S. THE MODERN COURIER HAS BEEN AROUND SINCE THE 1940'S. TODAYS MODERN INDEPENDENT COURIER VAN OPERATOR IS WIDLY UTILIZED IN THE SMALL PACKAGE PICK-UP AND DELIVERY. SEVEN OUT-OF-TEN COURIERS ON THE ROAD TODAY ARE INDEPENDENT COURIER VAN OPERATOR'S. THE AICVOA IS HERE TO GIVE THE ICVO A VOICE IN THE INDUSTRY. THE AICVOA IS HERE TO CREATE A DIFINITIVE BOUNDRY-LINE, AS TO WHAT IS ACCPTABLE AND WHAT ISN'T. THE AICVOA IS HERE TO DEVELOP SYSYTEMS, AND DEVELOPE INTEGRATION-METHODS WITH 21ST CENTURY DATA PROCESSING SYSTEMS AND COMMUNICATION SYSYTEMS - WHICH WILL BE AVAILABLE FOR EVERYONE TO USE.
THE AICVOA IS ESTABLISHED TO CREATE COMMUNICATIONS BRIDGES BETWEEN COURIER COMPANIES AND THE ICVO'S THEY CONTRACT. THE FIRST BRIDGE BEING BUILT IS THE "COURIER CONTRACT" DOCUMENT. THIS DOCUMENT REFLECTS A CLEAR DEFININTION OF CAUSE AND EFFECT. WHAT IS EXPECTED FROM WHOM. EXACTLY WHAT WILL HAPPEN WHEN CERTAIN THINGS ARE SET INTO MOTION (ELECTRONIC OR OTHERWISE). THIS DOCUMENT IS NEEDED FOR THE EVOLUTION TO OCCUR. THIS DOCUMENT IS THE FOUNDATION OF A BASIC STRUCTURE, THE WORK RELATIONSHIP. THIS DOCUMENT WILL BECOME A CREED FOR ALL TO FOLLOW, WITHIN THE COURIER INDUSTRY. THE "COURIER CONTRACT" DEFINES WHAT CAN BE PERFORMED. OUTLINES THE EXACT METHODS OF PERFORMING A SERIES OF TASKS. THE AICVOA WILL ALSO INSTALL PERAMETERS AND BOUNDERIES, THEREFORE DEFINING AN INDUSTRY SECTOR, FOR ICVO'S. ITS GREATEST ABILITY, TO OUTLINE THE SPPD PROCESS FROM THE VIEW POINT OF THE "LABORER". THE MASTER-SERVANT RELATIONSHIP OF OLD MUST NOT REAR ITS UGLY HEAD. AN AIRE OF COOPERATION WILL BE FOSTERED AND REMAIN AS THE/OUR "BUSINESS SECTOR PROTOCOL" - FOR ALL TO BENFIT FROM. THE AICVOA IS ESTABLISHED TO ASSIST-WITH ALL MAJOR CONCERNS OF AN ICVO.
Section -1b
THE AICVOA WILL SOLELY BE RESPONSABLE FOR ALL FINANCES AND THE HANDLEING OF THOSE FINANCES. THE AICVOA'S WILL RAISE OR GENERATE FINANCES (MONEY) BY COLLECTING MEMBERSHIP FEES AND DONATIONS. MEMBERSHIP FEES WILL NOT EXCEED IN DOLLAR AMOUNT MORE THAN OTHER COMPERABLE ORGANIZATIONS MEMBERSHIP FEES. THE AICVOA MAY ALSO COLLECT FINANCES FROM OTHER SOURCES, SUCH AS INTERNAL FUNDRAISING PROJECTS AS SO SPECIFIED BY THE BOARD OF DIRECTORS. THE AICVOA WILL SET UP VARIOUS FUNDS TO COMPENSATE MEMBERS WHO ARE OF HARDSHIP OR EMERGENCY CASES.
Section -1c
THE AICVOA'S FOUNDER STEVEN PAUL SMURIK IS ASSUMING THE ROLE OF CHAIRMAN OF THE BOARD, IN THE BEGINNING. STEVEN PAUL SMURIK WILL BE ASSUMING ADDITIONAL ROLES, OF FINANCE MANAGER, HEAD WRITER, MARKETING DIRECTOR AND OFFICE MANAGER FROM THE START OF THE AICVOA, UNTIL THERE ARE AMPLE FUNDS IN THE GENERAL BANK ACCOUNT AVAILABLE FOR THE AICVOA TO GROW AND HIRE BOARD MEMBERS. CURRENTLY, THE AICVOA HAS ZERO $0.00 IN THE GENERAL BANK ACCOUNT. THERE IS NO LOCATION , NO BUILDING , NO STREET ADDRESS , NO ONE TO ANSWER THE PHONE, JUST THE WEB-SITE - "AICVOA.ORG" ADDRESS. WE ARE AT THE VERY BEGINNING OF OUR / THE OPERATION.
GOAL-A :
UPON THE AICVOA GENERAL FUNDS BANK ACCOUNT REACHING $500,000.00 OR MORE, A BRICK AND MORTAR STRUCTURE WILL BE RENTED OR AT TLEAST THE SEARCH FOR SOMETHING WILL OCCUR. PLACE IS NEEDED FOR OUR ORGANIZATION TO HAVE MEETINGS, AND AMONG OTHER THINGS.
SOMETIME DURING THIS TIME, A BOARD OF DIRECTORS WILL BE PUT TOGETHER. STANDARD 12 PERSON BOARD WILL BE SAUGHT. THE 12 PERSON BOARD OF DIRCTORS WILL FOLLOW REGULAR RULES FOR EDUCATIONAL AND PHILENTHROPIC ORGANIZATIONAL PERSONNEL ACTIVITY.
Section -1d
THE AICVOA HAS ACCUMULATED DATA FROM DIRECT INVOLVEMENT IN THE COURIER INDUSTRY. EXTENSIVE RESEARCH HAS ILLUSTRATED THAT THERE IS A LACK-OF-BOUNDRY PROBLEM IN ALMOST ALL AREAS. INDEPENDENT COURIER VAN OPERATORS HAVE TREMENDOUS DIFFICULTY IN THE AREAS OF COMMUNICATION, WHAT IS EXPECTED, VERBAL AGREEMENTS, DATA PROCESSING, RECORD KEEPING, COLLECTING OF FUNDS, AND PERSONAL HEALTH. OTHER ADDITIONAL CONCERNS ARE: MISUNDERSTANDINGS, MISINTERPRETATIONS, INEFFICIENCY, WASTEFILNESS, DECEPTION, CLANDESTINE TRICKERY, PERVERSION OF THE TRUTH, FRAUD, CAREER ABUSE, MENTAL ABUSE, HURTFUL MEANSPIRITED DIALOGUE, PHYSICAL ABUSE, FINANCIAL ABUSE AND UNJUSTIFIED FINANCIAL CLAIMS. THE AICVOA IS WORKING TOWARD CORRECTING ALL OF THESE PROBLEMS.
THE AICVOA HAS BEEN IN CONFERENCE WITH PEOPLE FROM OTHER TRADES ABOUT MUTUAL CONCERNS. THERE IS A CONSENSIOUS THAT "AN ORGANIZED APPROACH" TO THE INDEPENDENT COURIER VAN OPERATOR ISSUE (ICVO/EMPLOYEE) IS NEEDED - EVEN LONG OVERDUE. SINCE THE SMALL PACKAGE PICK-UP AND DELIVERY INDUSTRY IS A SERVICE INDUSTRY, ALL OTHER INDUSTRIES ARE DEPNDENT ON THE COURIER INDUSTRY FOR SETTING THE BAR. THE COURIER INDUSTRY CAN ONLY REGULATE ITSELF. CHANGE IS / MUST BE COMING FROM WITHIN.

THE AICVOA WILL CREATE BRAND NEW TECNOLOGIES AND USE ALREADY EXISTING TECHNOLOGIES TO DEVELOP STATE OF THE ART ELECTRONIC COMMUNICATIONS PLATFORMS FOR THE COURIER INDUSTRY. THE ICVO WILL BE GIVEN THE BEST AND THE FINAST EQUIPMENT TO BE UTILIZED DURING A TYPICAL SPPD. THE AICVOA WILL ASSIST IN THE ICVO'S A). GENERAL EVERYDAY RUNNING OF THEIR SPPD BUSINESS. B). OFFERING VAN (VEHICLE) DIAGNOSTICS AND MAINTENENCE. C). TRAINING AND EDUCATION OF PROVEN METHODS OF CARGO HANDLEING. D). OFFERING COMPUTER HARDWARE AND SOFTWARE OVERSIGHT. E). A COMPREHENSIVE BENEFITS PACKAGE FOR REST AND RELAXATION. F). A COMPLETELY AFFORDABLE UNIFIED HEALTH AND MEDICAL PLAN, G). A PENSION AND RETIREMENT FUND THAT CATERS TO ALL ICVO'S. H). A GENERAL SENCE OF WELL-BEING, LIKA A SECURITY-BLANKET, BEING PART OF A GREAT ORGANIZATION, FOR THE AMERICAN ICVO.
IN YEARS TO COME, THE AICVOA SHOULD BE FOCUSED ON KEEPING ALL COMMUNICATIONS SYSTEMS UPDATED. COMPUTER HARDWARE AND SOFTWARE MUST BE BI-ANNUALLY UPDATED. CREATING A SAFE PEACEFUL SANCTUARY FOR ALL ITS MEMBERS. UPDATING THE "COURIER CONTRACT" WHEN NEEDED. PROVIDING ITS MEMBERS WITH THE BEST-OF-THE-BEST. THE AICVOA WILL REGULARLY OBSERVE THE INDUSTRY FROM WITHIN, AND ATTEND AT INDUSTRY TRADE FUNCTIONS. THE AICVOA WILL ALSO MAKE AN EFFORT TO LET "LEGISLATORS" IN GOVERMENT KNOW WHAT ARE THE RECOMMANDEATIONS OF THE AICVOA, TOWARD ISSUES CONCERNING OUR INDUSTRY. THE AICVOA WILL ESTABLISH ORGANIZATIONAL BRANCHES (BUILDINGS) THROUGHOUT THE UNITED STATES. ALL AICVOA BRANCHES WILL FOLLOW THE SAME RULES AND BE RESPECTFUL OF EACHOTHER ISSUES. ALL ICVO'S ARE WELCOME AT ANY AICVOA BRANCH.
Section -1f
THE AICVOA FOLLOWS FUNDAMENTAL RULES OF EDUCATIONAL AND PHILENTHROPIC ASSOCIATIONS IN AMERICA. THE AICVOA WILL CONDUCT BUSINESS IN A REGULAR FASHION, WITHIN THE BOUNDERIES OF ANY AMERICAN ASSOCIATION / ORGANIZATION. ANY DECISIONS THAT ARE MADE, ARE MADE FROM THE CHAIRMAN OF THE BOARD, THEN DOWN THE CHAIN OF COMMAND. UPON REACHING GOAL-A, THE CEO (STEVN PAUL SMURIK) WILL RECRUIT AND ASSEMBLE A "BOARD OF DIRECTORS". A LIST OF NAMES WILL BE CREATED AND USED TO KEEP TRACK OF WHO HAS WHAT TITLE. CRITERIA FOR NEW MEMBER RECRUITMENT IS AS FOLLOWS: POTENTIAL BOARD MEMBER MUST HAVE MINIMUM 5 YEARS EXPERIENCE AS AN ICVO. THE AICVOA ONLY HIRES FROM WITHIN THE INDUSTRY. BOARD MEMBERS SHOULD BE ALLOWED TO RECIEVE A SALARY, THAT CAN BE THE MAXIMUM THEY ARE ENTITLED TO RECIEVE. IN THE FUTURE, BOARD MEMBERS DUTIES WILL BE SPECIFIED, IN AN ADDENDUM TO THIS CHARTER. THEIR DUTIES WILL BE WRITTEN DOWN THEN. ANY ADDITIONAL PEOPLE AND DUTIES WILL BE RESOLVED AT THE TIME IT PRESENTS ITSELF.
QUALITY CONTROL WILL BE LEFT TO A THIRD PARTY ADMINISTRATOR, A LAWYER, BUSINESS CONSULTANT, OR SPECIAL PERSON. BOARD MEMBERS WILL COMMUNICATE INTERNALLY BY E-MAIL, PHONE, INSTANT MESSAGE, PAPER COPY. BOARD ROOM MEETINGS WITH MINUTES AND SECONDS WILL ALSO BE USED. THE AREA OF INTERNAL BOARD OF DIRECTOR COMMUNICATION CANNOT BE FULLY ADDRESSED NOW, BUT IN THE FUTURE, BEYOND "GOAL-A" THE AICVOA ORGANIZATION WILL BE BETTER EQUIPT TO TACKLE THIS ISSUE.
Section -1g
THE AICVOA CAN ONLY PROJECT THAT IF 200,000 ICVO/MEMBERS JOIN, AT $45 (1YR.) A MEMBERSHIP, THATS $9,000,000.00. IF THIS SCENARIO WERE TO OCCUR OVERNIGHT, PERFECTING A "MODEL BRANCH", CREATING AN AICVOA FACILITY WOULD BE A PRIORITY, AND THEN DUPLICATING THAT FACILITY THROUGH-OUT THE REST OF THE COUNTRY.
THE AICVOA WILL CREATE BANK ACCOUNTS AND OVERSIGHT, FOR HEALTH AND PENSION BENEFITS. A GENERAL FUNDS ACCOUNT WILL BE USED FOR RUNNING THE ASSOCIATION. ALSO, FINANCES CAN BE RAISED THROUGH THE USUAL FUNDRAISING METHODS FOR EDUCATIONAL AND PHILENTHROPIC ORGANIZATIONS. THE AICVOA IS A "C" CORPORATION, THERE FORE DONATIONS/CONTRIBUTIONS/GIFTS ARE ACCEPTED - BUT ARE NOT TAX DEDUCTABLE. ANY "MONEY" MODEL OR "MONEY DISTRIBUTION" MODEL WOULD NEED TO CONCIEVED-OF AND ESTABLISHED IN THE FUTURE, AND THEN ADDED AS AN ADDENDUM TO THIS CHARTER.
